Shows Toby wearing a crown and sitting on a throne, Toby, his dog, is sitting at his side, a page on the left is wearing a tunic with "electoral rolls" on it, two men, Mr. Snodgrass (playing Shylock) and Mr. Sargood (playing Portia) are speaking to each other. Frederick James Sargood (1805-73) was Chairman of the first Municipal Council of Prahran 1856-58. Peter Snodgrass was a member of the first Prahran Council. Melbourne Punch began in 1855. From 1855-1861 Nicholas Chevalier was one of the principal cartoonists most of whose work was engraved by Samuel Calvert. REF : AUSPORT
