The Cape High Commissioner' Vanity Fair portrait of Sir Henry Brougham Loch (1827 - 1900) who was a Scottish soldier and colonial administrator. He was Governor of Victoria from 1884 to 1889, and patron of the 1888 Melbourne Centennial International Exhibition and officially performed the opening. With original descriptive text.
